The social security system of Hubei province has been improved. In the year of 2007, Hubei province has increased the social security fund from 10.04 billion RMByuan in 2002 to 27.1 billion RMB yuan, with an increase by 1.7 times. The minimum living insurance system of urban and rural residents has been initialized and the basic health and insurance system for urban and rural residents has been implemented. The public health assistance system for the needy urban and rural residents and health insurance for residents living on subsistence allowance have been gradually improved. The standard of the basic pension for retired staffs in companies and the “five guarantee household” relief system in rural areas have been steadily improved.

Since the year of 2004, Hubei province has fulfilled its plans of conducting 8-10 projects for the people and achieved significant effects in the aspects of employment, education, public health, transportation, housing, public security and environmental conservation. Newly-added posts in the rural and urban areas in the past 5 years amounted to 3.13 million, 570,000 needy residents have been provided with working opportunities. Subsidies have been granted to the housing of low-income urban residents and the dilapidated houses renovation of rural residents with special difficulties.
