In 2007, Wuhan City Circle has been approved as the comprehensive experimental zone for resource efficient and environmental friendly reforms by the State Council.

The main projects of Wuhan comprehensive experimental reforms include: with the aim of building resource-efficient and environment-friendly society, Wuhan should be taking as the center, its leading and radiant functions in the city circle should be exerted, the conjunction among the 1+8 cities in the fields of industries, finance, transportation and etc.should be strengthened and the differences between rural and urban areas will be reduce through reforms.

The Wuhan 1+8 City Circle include: Wuhan city, Xiaogan city, Tianmen city, Qianjiang city, Xiantao city, Xianning city, Ezhou city, Huangshi city and Huanggang city.
