Overview

Chuy Region is the northernmost region of the Kyrgyz Republic and bounded on the north by Kazakhstan. Covering an area of 20,300 square kilometers, it has a population of 752,800 (as of January 1, 2003). The region is divided administratively into one city of regional significance (Tokmok), and eight districts.

The climate there is diverse. The plain zone of Chuy Basin has a continental climate, featured by dry and hot summers, warm winters, short springs and mild autumns. The average annual precipitation ranges between 270 and 400 mm. About 40% of the precipitation is concentrated in springs.

The Chuy Region plays a pivotal role in the country’s economy, and its industry and agriculture are relatively developed. Local industries make use of both local and imported raw materials. This region is an important supplier of agricultural and livestock products, such as grains, vegetables, fruits, eggs and dairy products for the country.

Within the Chuy Region lies the ancient city Suyab, which is 60 kilometers from Bishkek. The city is said to be the birthplace of the famous Chinese poet Li Bai in the Tang Dynasty.

Relations with Hubei

The friendly exchanges between Hubei Province and Chuy Region began in 1994 with the support of the Chinese Embassy in Kyrgyzstan. In May 1994, Felix Kulov, former Vice President and Governor of Chuy Region led a delegation to Hubei. In November, Zhong Shuqiao, then Executive Vice Chairman of the CPPCC Hubei Provincial Committee, visited Chuy Region.

In January 1997, the two sides signed an agreement on establishing sister province relations in Bishkek.

The two sides have had exchange visits and business activities over the years. In 1994, the two sides signed a letter of intent for jointly building a paper mill in Tokmak. After that, Hubei Branch of China National Complete Plant Import & Export Group and Wuhan Light Industry Design Institute organized delegations to visit Kyrgyzstan many times.

In February 1998, Surayman Gulov, Vice Minister of Industry and Trade of Kyrgyzstan, led the China-Kyrgyzstan paper mill design review delegation to Hubei, and officials of the Embassy of Kyrgyzstan in China also came to Hubei many times to discuss on this project.

In September 2000, with the support of the two governments, Hubei won the bid and started the project worth a total investment of RMB 200 million, the largest joint venture project between China and Kyrgyzstan.

In September 2001, Cheng Yuntie, Vice Chairman of the CPPCC Hubei Provincial Committee, inspected the construction site and visited Hubei workers.

In September 2002 when the paper mill was completed and put into operation, Wang Guoyao, Deputy Secretary-General of Hubei Provincial People’s Government attended the Turnkey Ceremony in Chuy Region.

In July 2016, Fu Dehui, member of the Standing Committee and Secretary-General of the CPC Hubei Provincial Committee, visited Kyrgyzstan and signed the 2016-2021 Action Plan for Deepening Friendly Provincial/State Cooperation.

In July 2018, Wang Ling, Secretary of the Party Leadership Group and Executive Vice Chairwoman of the Standing Committee of the People’s Congress of Hubei Province, led a delegation to Kyrgyzstan, and had meetings with heads of Kyrgyzstan Investment Promotion Agency, Entrepreneurs Association, and Government of Chuy Region, further deepening the friendly exchanges and practical cooperation between the two sides in various fields.
